The Ohio Department of Development's Workforce and Talent Division provides a variety of customized training grants under the umbrella of the Ohio Workforce Guarantee program. The Ohio Workforce Guarantee program is aimed at creating and retaining jobs via the improvement of workers skills and abilities. The Division's training grants are coordinated by 12 Regional Workforce Development Directors, who assess the unique training needs of companies and walk them through all phases of the application and approval process, at no cost to the business. The Division's Business Services Representatives provide employment and workforce development services to businesses through Ohio's network of locally-operated one-stop employment and training centers. Business Services Representatives market the full array of one-stop services to businesses, assist with layoff aversion activities, provide Labor Market Information to employers considering the retention and/or expansion of operation and provide training on OhioMeansJobs.com.

The Ohio Skills Bank is an initiative that coordinates and links workforce development, economic development and education on a regional level to meet the needs of driving industries. Choose Ohio First
The primary objectives of the Choose Ohio First Scholarship Program (COFSP) are to support increased higher education participation and success of Ohio students majoring in STEM, STEM education, and medicine fields and, in so doing, to advance the economic growth of each region of the state. By increasing the numbers of STEM and medical graduates, as well as the professional sophistication of Ohio's technical workforce, it is anticipated that new technology-based business opportunities will be created and new technology-based companies will be attracted to Ohio, each of which will have beneficial economic impacts for the regions of the state. This program advances these purposes by providing direct scholarship support to current and future higher education students who are pursuing STEM, medical, and STEM education degrees.
